I have closed work permit and a valid visa till 2019.

I am told to go back to India after finishing my project in Feb 2017, but I have visa till 2019. Can I stay in Canada and look for a job with new Employer, what will be the processing time for new work permit.

I have a Job Offer with a Canadian Organization in Quebec, how do I apply for new Work permit and what is the processing time for the same.

I am planning to go back to India for a month and come back to Canada, can I come back to Canada?

You cannot leverage existing Closed work permit for a new job with new employer because its tagged to specific employer. You can ask your new employer to file Work permit for you with LMIA and once its approved you are good to work with new employer.

Yes you can stay in Canada. The only caveat is you cannot work using existing WP with new employer.

Yes you can enter canada as long as your WP and VIsa is valid.

The processing time for new work permit for quebec region is 9 weeks, is there a way which allows me to start new engagement before this 9 weeks.

Nope you have to get WP to work with new employer. PNP takes its own time, you can do some research in Quebec PNP website for more info.
