Can I sponsor my step son ?

So my husband is going thru bankruptcy he is a Canadian citizen and I am a PR.He has a son that he did not declare when he came but with the new program that allows to sponsor undeclared family members he wants me to do it since he unable to but we are not sure if he is qualified as my dependent ?
