I live in Canada, my spouce and kids in Pakistan.
Q: Can i apply through canadian visa office in hongkong, as the processing time there is 7 months?

No you can't, unless your spouse is currently living in Hong Kong.

These days Pakistan apps are processed in London visa office.

I remember back in 2005, when i applied for permanent residence, i applied at canadian visa office in hongkong although i was living in Pakistan.
now the Rules have been changed? why i cannot apply for my family sponsorship case from hongkong?

Because it's not up to you where your app is processed, it's up to CIC. If the applicant doesn't reside in Hong Kong, they can't be processed there. End of story.
