can i send appl without diploma certificare

I will complete my diploma and receive it in august. Can I send my appl without the diploma and attach the note. I fear the cap will be reached if i wait. All other docs are ready

No you cannot. Your application will not pass eligibity check . Application cannot pass eligibility check unless all the document mentioned in application of CIC website is attached.
