Can I send a new application if I know the previous will be returned?

I know it is too risky to send the applications before July 1st.
But I already did...(I don't mean to rush. I just didn't really understand the quote policy.)
Now I'm thinking if new policy coming out on July 1st, which requires some documents that I didn't send, can I send a new application before the old one returned?
Or can I call them to return my old application?
