Have you read through the LMIA requirements yet? Suggest you do that first. You will need to prove business legitimacy which you most likely won't be able to do right away. So doable but it will take work and the LMIA will of course need to be approved.

Sure I will read, but I am just taking an idea about if ill start a new business then is it possible to give him a LMIA and work permit to work for more time or not ? please

As I said above, most likely not possible right away due to the business legitimacy requirements. Most likely you would need to run the business for a year showing sufficient income and also file corporate taxes before an LMIA will be feasible. Just opening a business won't be enough.

It may or it may not be possible. Your friend will need to dedicate time to researching the PNP programs in the province where you plan to start the business.
Okay, you mean he needs to search a PNP program in Calgary where I am and he is working in BC now. ? but how it is possible to search a PNP in Calgary as he is working in BC and he is on closed work permit not on open work permit ?
Based on these circumstances, it will likely be challenging and may not be possible. He would probably be best off hiring an immigration lawyer to advise him.
