I am going to retake the IELTS test next month, but since my work permit is expiring soon I'd like to apply for CEC and lock in my status as implied status if it is possible. The score I have right now is lower than the required mark. I am hoping that they will give me a file number as long as I send in the IELTS score and let me update the file afterwards. Has anyone done this before? Do you think it is a plausible option?

I'm pretty sure that the IELTS score is checked in the first round of document checks (where they check all files/signatures/etc). But I could be wrong... I'm sure someone else will know for sure.

They'll just return your application if you don't meet language requirement. Also, I might be wrong here but I think you have to apply for another work permit (like the bridging work permit after you have file # from your CEC application) before your current permit expires. If you just apply for CEC before your current permit expires, you won't get implied status...

The new changes to LMIA regulation are messing up my initial plan which was to renew the work permit until I hear from the PNP nomination...

I had kinda the same problem. I had old IELTS that was just expiring before I was planning to send in my application. I called CIC and asked if it was OK to send the old IELTS and retake the exam and send the results after AOR. The officer told me they are pretty particular about the Language requirement before they issue the file number these days because of the application cap and any application with unacceptable language results will be sent back.
This being said, if the new IELTS results will not be ready in the next month, you can take a shot in the dark and send in the application since it would not cost you anything (they don't charge the CC if they return the application.) the probability is pretty low but who knows ... The cap might get filled if you wait more than a month
If you wanna get the results ASAP, CELPIP is not a bad option either. They have weekly exams and they issue the results faster. I took it and it was fine.
