Can I open FBI clearance before send it to CIC?

Hi All,

Citizenship and Immigration Canada was asking for FBI clearance for my parents. It took almost 14 weeks to receive in my end. Now I will send this clearance along with a copy of the email that is sent from Citizenship and Immigration Canada. Here I have a question.

Should I send clearance document (came within the envelope) and copy of email inside another envelope? Or can I open the clearance document from original envelope (sent from FBI) and then send within only one envelope?

the FBI clearance letter does not have to be sealed. feel free to open it up and make 1 pile of papers.
