Can I officially change my home and mailing which is in Montreal Quebec from outside of the country (Ecuador) to another city (Ottawa Ontario)?

I want to know, because my friend in agreed to allow me to move to his place in Ottawa when my wife gets her PR.
He also said that he would recieve my mail in the mean time -while im out of the country- about the sponsorship acceptance for me; along with any other mail.

In order for this to be possible, I need to know if the above question I asked is possible to do.

Well, the receipt you get from that will be evidence that you moved to Ottawa. You should probably get a letter from your friend saying that now live there. I know that you're now physically there at the moment but that doesn't mean that you don't live there. It is your new "permanent address" now.

You should probably get a letter from your friend saying that now live there.
Does the letter that my friend writes for me proving that I now live in Ottawa have to be notarized or just signed???

It probably doesn't have to be notarized but if you think there will be any doubt it wouldn't be a bad idea to get it notarized. Ottawa city hall charges $36. I haven't done much shopping around in Ottawa besides that.
