Can I obtain my pending visa from Algeria even though I applied in the US?

Hello,

I am not a US citizen but I applied for a Canadian visa through the Canadian consulate in New York while I was in the US. I left the US for Algeria and not sure when I will be back. I should hear back from the Canadian Consulate regarding the Canadian visitor visa I applied for soon as it has been more than a month, but I would not be able to get it in New York as I will be out of the country.

Will I be able to get my visa stamp from the Canadian consulate in Algeria?

I would appreciate your help with that.
