Can I meet the NOC0213 requirement?

I work in a company. It is a WIMAX system provider.
I was a test engineer for the first year, testing the software of products.
Then I worked as team leader for more than 1 year. The team's task is to fulfill Inter Operability Test between equipments from different providers. Usually the Inter Operability Test is software test.

This is what I do.
- Establish a test team by applying technical engineers from several departments when start a project.
- Make project plan, assign duties for team members.
- Direct and coordinate onsite test activities.
- Make project summary.
- ALSO take part in some technical activities: such as conducting part of test cases.

am I eligible for 0213?
Does my involvement in technical activities minus my eligibility for 0213?

I have read many times 0213's duties.

The word of 0213 duties in verbal seems similar to my task. But I am not sure.

Where does 70% come from? And how to calculate it?

If you are a VO, how will you judge according to my description?

I would look into how much total years of experience you have and the company size.I have seen many people with just 2 years experience applying for manager position which any person with common sense would know not true.
Having said that,they might be also interested in your roles in budgeting (some thing like deciding budget for buying tools etc)

2283 Systems Testing Technicians:
Systems testing technicians execute test plans to evaluate the performance of software applications and information and telecommunications systems. They are employed in information technology units throughout the private and public sectors.

But I pay more attention to the management of the team than the technical detail.

Am I 2283, or 0213?

The way you have presented your duties in your post I will say it matches a test lead and therefore will fall under 2283. This is my personal opinion and you can wait for other seniors to comment
