Hi,

If I have been living in Canada with an open work permit (with my common law partner studying), can I apply after I have been working there for one year?

The Canadian immigration website doesn't say anything about studying for 2 years and working for 1 year. They only mention having a work experience of one year in Canada.

So, If I am working in a skilled job for one year, will I be able to apply for this?

Because that is what requirement is. and offcourse in Skill, level A/B or O

Yes, if you meet the other requirements as well.

I received our workpermit in NOC-B in October 2012. In October 2013 can i apply for the canadian experience class as i may complete one year. The website says "have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply," so does this means i need to stay in canada for 3 years and then apply. Please advise or i can apply as soon as i complete one year of canadian experience.

No it means your experience has to be "recent" when you apply, i.e. within the last 3 years when you make your application.

You can apply after completing you have accumulated eligible experience.

I have previous experience of 2 years in india and then got workpermit and i am working in canada from October 2012 after completing one year of experience in canada can i apply.

Assuming it meets the criteria of the class - i.e. full time or equivalent part time for 1 year, skilled, and authorized - then yes.

Yes, I am in NOC-B child care teacher and have an valid workpermit till October 2014. And working 40 hours per week. Do i qualify.

I can't tell you if you do or do not qualify really, but if you say you will have the eligible experience in a skilled job, then it sounds like you will be eligible.

It is important that you can demonstrate you are eligible in your application, so take your time to thoroughly read the CIC guide and understand the documentation requirements (including the reference/job duties letter), as the visa officer can only assess your application based on the evidence you submit when you file your application.
