Can I include my step-sis who is 13 years old in my step father's application?

Hi, as the title states, I wonder if my step sister who is aged 13 can be included in my step father's visitor visa application or she needs to apply by herself (Separate application/account)?

Also I remember back in the days when we were applying for visa, we used to download and fill forms in form of PDF, today I see that we don't have that anymore and we just fill questions online in the IRCC portal. Just wanted to confirm that this is the case today and I'm not doing something wrong.

While I am not sure of the relationship/category, everyone will need a separate application.

The new portal is like that. you just need to fill the form and upload docs.
