Can anybody answer this my question?

I'm 28 years old, i have been in Chicago for over 10 years. Illegally since I was 17 years old.
I want to move to Canada because i can't get papers there in the states because I don't have a status is here.

I have a university degree in Business finance, I speak 4 languages. and i have never been charged with any crime.

Does any body have any information, on this topic

Go back to your country and apply for Canadian Immigration. In order to apply from other country you should have one or more years legal residential status in that country.

if you had 1 year of legal status in the past in the US (even more than 10 years ago), you can apply from US. If not you can apply through mail and list the Canadian consulate in your home country as the processing location. If everything goes well you will get your visa without an interview. Have your family mail the visa in the US. If they call you for an interview get your GCMS/CAIPS notes before you attend it. This way you'll know if the visa is likely to get granted, and you'll leave US, go home attend the interview get your visa and you're on your first plane to Canada.

All this, if you qualify under new regulations.
