Can I get Student Visa?

Can I apply for student visa on the basis of Conditional Letter of acceptance from Humber College as I am pursuing my Last year of graduation and will get marksheet in the mid of july and I have apllied for fall 2018?

I assume condition is that you graduate from your bachelor's program, if that's case apply for the Visa in July once you have the graduation confirmation from college/Univ.

You have to contact the institution. To my knowledge, you can't with your conditional offer letter as You won't be able to register.
But please, do contact them regarding payment.
