Can I get PNP without a job offer?

My wife and I are looking up the PNP programmes for our Express Entry application. It looks like most PNP programmes (skilled workers) would require a job offer from an employer of the province concerned. Are there other programmes that do not require job offers at the time of application?

Ontario OINP. Try that when they open next.

You can apply pnp without job offer in following provinces

Saskatchewan
Nova Sotia
Ontario ( 400+ CRS)
PEI
Manitoba
New Brunswick

But except ON, & PEI probably, your job should be 'In Demand'.

OINP used to Nominate CEC and FSW applicants without existing employment/jobs offer in Canada. They stopped taking in applications in March 2016, and has yet to open it again.
