You need to focus on qualifying for immigration first given it will be virtually impossible to secure any job from outside of Canada, even less so with the COVID employment situation. In any case what does gulf experience really mean, could be anything and not for example an assumption oil/gas experience

Better chance if you were more into software but you can certainly try. Most employers are not willing to go through the time and expense unless there is a skill shortage and there aren't enough people in Canada to hire.
