Can I flagpole at non direct POE?

Hi,
I tried to find answer on the forum but couldn't get one.
Can I flagpole at non direct POE?
Example:
I came to Nova Scotia on my visitor visa, got my IEC while being here and I want to swap my visa status. Can I go to Halifax airport or Yarmouth ferry port to do it? Or do I need to go all the way to NB/Maine border?

You need to travel to an actual US/Canada land border to flagpole. You can't flagpole at an airport.
