I have been looking here and there for an answer, but it seems like I can not find an answer that satisfies my question !

Actually I am on an exchange year, here in Montreal,Canada. And I have a valid study permit till 31 August 2016.

I can not have a PGWP since my bachelor won't be from Quebec. Hence, I can not apply for CSQ under the PEQ for the same reason.

So the only way to apply for CSQ for me, is the foreign Student Regular Program.

The problem is, I will not get a CSQ before a year ! Which means my study permit would expire and I will have to leave the country.

However, it is clear on the PEQ conditions that If I apply for a new study program, my CSQ application would be provoked.

BUT, on the regular program, they did not mention anything . They said that if I want to continue my studies, I have to postpone my immigration.

Submitting an application for a CSQ as a skilled worker signifies that your short term plan is to enter the Québec labour market. If you wish to continue your studies following your current study program, at a higher level for example, you must postpone your plan for permanent immigration.

The Certificat de sélection du Québec (CSQ – Québec selection certificate) does not grant you status in Canada. If your current study program is not completed, you may continue it until obtaining your diploma as long as your Certificat d’acceptation du Québec (CAQ – Québec acceptance certificate) for studies and your study permit remain valid. Otherwise, you will have to submit a new application for a CAQ and study permit while awaiting your permanent resident status.

The CSQ application is part of a process of permanent immigration as a skilled worker. The CSQ was issued to you based specifically on your capacity and your intention to enter the Québec labour market upon completion of your study program. This assumes therefore that you will not start new full-time studies in the immediate future.

The question is to be precise.. Does anybody understand anything? What would happen if I apply for a Master Degree while having an application of CSQ pending? Would they refuse my new CAQ application that I would make in order to extend my SP? Or they would accept it and there would be no problem since I haven't got my CSQ.

And in my case, what's the best thing to do ?
1) To apply for CSQ this January intake, but I do not know what to do since I can not extend my SP in that case.
2) To apply for a new Study Program and apply for the CSQ when I am about to complete it.
