Can I claim while I've received refusal letter as follow?
this is the letter: • I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.

I think the letter of my travel was not enough acceptable because I forget to mention the main of my purpose of travel. Actually It was visiting my daughter, who is living in NY and we have decided to meet each other in border of Canada and USA so whether I can send a new letter to define my purpose of trip more or not.
 
Decisions are final you cant add anything to this application now, you can only make a completely new application.

Also that is probably not a great reason to visit & I think would not help your case.

Why wouldn't you visit the US instead if your purpose is to see your daughter? This doesn't make sense.

If your intention is to meet your daughter, why not apply for a TRV for the USA ? Have you been deported from the US ? There is no, "no man's land", where you can meet between the NY/Ontario. There is the Niagara River/Lake Ontario/Lake Erie that is kinda in the way

well, with this purpose of travel you will not get the visa. You should apply for a visitor visa to the US.
