Can I Canadian PR sponsor his wife for Canadian PR if he's living in the US temporarily ?

I'm a Canadian Permanent Resident currently working in the US on H-1B Visa. I'm getting married in February next year. Can I sponsor my spouse at that time for Canadian Permanent Residency while living in the US, with the intention to move to Canada together with my spouse, once her Canadian Permanent Residency is ready ?

Unfortunately you cannot. As a Canadian PR, you have to remain in Canada during the whole time, when your wife's applicantion is in process. A temp. short period such as 1-2 weeks abroad is OK.

I have heard that if you go through a lawyer, they can usually handle such issues for you by providing their own address as the mailing address, etc. Is that true ?

It is untrue, and cannot be done. CIC have all your records to know that you are not in Canada. And if you trying to lie to Canada, your own PR may be revoked, and your wife's application will be denied and she will be banned for two years for reapplying. Please be noticed, US and Canada do share immigration information, including all the arrival and departure, and boarder crossing records.

Usually, it will take 6-12 months to complete the whole process.

Do I need a job in order to sponsor her, or can I just show that I have funds to cover her and my expenses until I find a job ?

As soon as you move back to Canada, you can file her application right the way (Well, with the condition that you had met your residency requirements, otherwise you will have issues to keep your own PR status, let along to sponsor your wife). And for spouse sponsorship, there is no minimum income requirement, means that even you don't have a job, you can still sponsor your wife (With the condition that you are not on social welfare, and you didn't owe any money to your prior social welfare and immigration fees, or some sort). If you can show that you have enough funds to cover both of your expenses as a family, that is always a plus.
