Can I ask for the test before the final decision made?

Hello everyone, It's been 15+ months that I applied for citizenship and haven't anything other than (We started processing your application on July 23, 2018.) I was wondering if I can ask them to give me a test while I am waiting for the final decision. Any thoughts? thanks

No. You have to wait, you can't change the order in which they do things.

The test is already your next step, and it has to be done before a decision is made.
