Can I apply Through Damascus

I want to apply for Skilled worker under international student category.. I am already in CANADA.

But the question do I have to apply through buffalo or I can apply through Damascus as I am Jordanian??

And Which one do u advice for?

Yes, you can apply either at the visa office which serves your country of nationality or country of residence. Just make sure to write in the blank provided for the visa office requested to process your application : (Damascus, Syria)

Both of them are worse than each others "these days" comparing to other visa offices.
