Can I apply my PGWP application confirmation for my spouse OWP application?

Hello there,

I am applying PGWP online (Jan) and my spouse's current OWP is expiring in March. I am afraid that I won't receive my PGWP before her permit expiring. I am wondering if she can apply her OWP with my PGWP application confirmation and an explanation letter?
Assume that I have NOC A, B job offer and have 3 payslips at the time I apply for her OWP.
