I stay in US and planning to move to Canada on Express entry. Right now my score is 388 I missed 445 by 0.5 points in IELTS and there are no dates available for next 2 - 3 months for taking IELTS. I want to know is it possible to apply for visitor visa online for Canada for taking IELTS?

Yes, you can - technically speaking. IMO, it's not a good idea because it indicates an intention to remain long-term in Canada via the EE PR route.

We have not come across someone who specifically stated a visit to take the IELTS in Canada. There were a couple of TRV applicants who mentioned tourism as their purpose of visit but also took the exam when they visited

If it was an 0.5 for writing, you could also request for a remark in tandem with a new attempt.

Also, if you're in the East Coast, or it's better to just travel domestically without the uncertainty of getting a TRV, CELPIP is available in NYC with dates available in two weeks.

Normally, a remark does not work. But, the OP can give it a try

My score LRWS-8.5,7,8,6.5 and I got remarks results sometime back(1 week after applied for remark). speaking remains unchanged. It just frustrating :(

Ah. I personally know someone who got a successful remark for writing, but I guess that was the exception.

Maybe CELPIP speaking can make you feel at ease, since there is no human invigilator? Then again I've read some people here saying that CELPIP is tougher.
 
I am thinking to give a try for CELPIP. my previous score in IELTS speaking was 7.5 and 7. To my bad luck I got 6.5 this time. Wish there was a way I could attend only speaking.

Hah true, but $$$$$. Besides, you can't combine results from different tests.
