Can I apply for study permit with MA qualifying year program offer ?

Hi

I applied for Master program. My university rejected and offered me MA qualifying year program with 5 subjects I have to take in one year at undergraduate level.

Can I use that offer to apply for study permit ?

Is there any chance that I can get a study permit ?

I have already had a Master degree in one major and want to study Master in other major.
