Can i apply for PR under restoration?

I applied for a working visa to extend (my working visa is expired). but because of the some documents, it was refused.
so i applied for restoration / working visa again.

Q. Can i apply for PR while waiting for working visa???

When you apply for restoration you are applying to be a visitor. You need a new work permit.

You may or may not be restoring as a visitor, depending on whether you are eligible for a work permit. If you're not, and you send in an IMM5710 form, your application will be refused and you'll be out of status in Canada.
