Can i apply for pnp program after submitting application for Quebec

Can we still be in the express entry or apply for other pnp's after submitting my application to Quebec. Also, Do I need to mention "yes" in other pnp forms which mention - whether I have applied for other provinces.

I am concerned about this since Quebec has long wait time and don't wish to keep hopes on one option.

Yes.

It should not have impact with most provinces (apart from MPNP), but you will have to answer truthfully that you have QSWP pending.
