I recently graduated from a Canadian university and applied for my PGWP online and waiting for the decision on my application.

As my parents need to attend my graduation ceremony. Can I apply for my parents visitor visa while I’m waiting for the decision on my PGWP?

Their applying for a TRV has nothing to do with your or your processing.
