can i apply for IEC visa application whilst on a holiday visa

hi all,
i am currently in canada on a visiting visa however i would like to apply for an IEC working holiday visa, does anyone know if this is possible whilst still in canada or does it have to be form your country of residence? very confused any help would be greatly recieved
