I came to Canada for a Manager Finance position under the NOC Category - "Financial Managers" position on a 36 month work permit tied to my curret employer. After working for 21 months I got laid off due to the economic situation. This was in Jan 2009.
1) Can I still apply under the federal skilled worker program while I am in Canada (unemployed however).
2) if I decide to leave the country after applying will my application still be processed uin Buffalo or moved to my home country ?
3) Also with the new changes how long will it take my PR to get approved ?

You can apply if:

"you are a foreign national who has been living legally in Canada for one year as a temporary foreign worker or an international student"

1. Yes
2. Normally they don't move applications. You would at least have to request it. It would probably just be processed in Buffalo.
3. Nobody knows because it's too new. They are aiming at 6-12 months

Did you end up applying for federal skilled worker under Category 3 while you were unemployed but with valid work permit? (Category 3: residing legally in Canada for at least 12 months immediately before submitting application) Please share your experience as I am in the similar situation as you were.
