Can I apply for CAQ with Conditional Offer From Uni?

I just received offer of Admission to Concordia University Conditional that they receive my payment and Transcript. I have sent official Transcript and will pay this coming Friday. Can I still apply for my CAQ with Conditional Offer? Will it affect their decision if it is conditional?

Also the start date on my Admission Offer is listed Sept 4,2018 ends winter 2022. When asked for the length of study dates would I just choose a random day in Decmeber for the completion day?
