Can I apply for a USA and Canada immigrant visa at the same time?

I have a pending immigrant visa application for the USA but has been affected by visa retrogression. My priority date is June 2008. Will it not be a conflict if I will also apply for a canada immigrant visa under the quebec skilled worker program?
