can i apply for a PR through Ontario while staying in montreal

Hi
i am staying in montreal from the past one year on work permit.
i intend to apply for a PR, bu tnot in quebec, as i am not sure if i will get selected for quebec certificate(my french level is zero).
Can i apply through federal directly while i stay in montreal. I am ready to land in Ontario after the process, may be i can give my friends address in toronto..

Yes, you can apply as an FSW if you explain that you do not intend to settle in Quebec, however, it might be faster for you to learn your basic french and apply as QSW. Another option, try to get a job in Ontario and a new work permit and apply under Ontario PNP.
