Can I apply american visa while applying for post graduation work permit

I just graduated last week, and I am now waiting for post graduation work permit. But now I am thinking of applying for american visa, I am wondering does any one have my situation? I go to US for two reasons
firstly, I want to go traveling while waiting for PGWP,
second, I got one interview from US, they want me go on site interview. Can I apply for us visa? My study permit is valid until Nov this year. Anyone can help me ? Thank you so much!!

1. Of course why not. CIC has nothing to do with that, it all depends on US embassy. Check website.
