Can i apply a year ahead for an Msc program?

Would it be possible for me to apply for Msc in Electrical and computer Engineering program against fall 2019 .

I do not have an answer for you but have you contacted the institution you want to apply to in order to see when they might open applications for fall 2019 ? Seems unlikely but only the institution could tell you for sure not a public forum plus anyway applying now for a study permit for fall 2019 might be a bit early but others can comment on both application and permit.

Yes it is way too early. For MSc candidates unless your application is unbelievable they will want to see who applies and take the best candidates so you will have to until winter/spring 2019. In general they are also busy enough to need to focus by term in chronological order and will be only considering fall 2018 now.
