Can I apply a TRV in New York Or LA by Paper?

I have refused by CIC four times , I think I need to apply go to USA for a another chance.
Is that gonna be easier?
 
If you have been refused 4 times already, you have pretty much no chance of being approved.
 
Don't bother, you will be refused again. After each refusal, did you even try to address the refusal reasons? Or did you just keep sending in the same stuff over and over again?

timeline :
First : 3rd Dec 2015 Study Permit refused at 28th Jan 2016 . got the notes already.
Second: 2nd Aug 2016 Study Permit refused at 25th Aug 2016. haven't got the notes yet.
Third: 25th Aug 2016 Visitor Permit refused at 06th Sept 2016. haven't got the notes yet.
Forth: 06 Sept 2016 Visitor Permit refused at 16th Sept 2016. haven't got the notes yet.
All the cases are by the online application.
 
Well I can definitely see why they refused your last 2 visitor visa attempts: you tried to enter as a student but failed, so you decide to try as a tourist, it shows you're really desperate to come here. What business do you have coming to Canada? Are you really trying to study or is it visiting a boyfriend/girlfriend, or trying to get refugee claim?

my ex-girl friend is studying at Quebec , we were fine at the beginning of this year ,but the distance tear as apart..
you are right , I want to go there for studying ...

It was pretty stupid to just keep reapplying on the same day you were refused, as it meant that you didn't even bother to address the refusal reasons.

You have no chance.
 
Agreed, I can see you're just re-applying on the same day of refusal, meaning you didn't even bother addressing their refusal concerns, instead you're just sending in the same stuff over and over again, so it was correct on their part to refuse you. You have pretty much 0 chance of getting into Canada now on your own. Best to ask your g/f to come visit you instead.

I wouldn't apply again for at least a year - and only if your situation significantly changes. This is far too many refusals in a very short period of time
