Hi,
My husband's outland PR is still in process, but I moved back to Canada with our kids and he is staying here in Canada with me as a visitor. When arriving in Canada, my husband received a stamp in his passport with a validity date under it, 6 months. If he would travel outside of Canada, would he lose that 6 months status? Would it be up to the new officer at the border to grant him 6 month visa or not?

Yes. As a visitor, each time you come back into the country re-starts the clock, so that first 6 months allowance is void once he leaves Canada. On his return, he would be assessed as to his intentions as a visitor yet again, and the officer will decide whether to grant him a new 6-months period starting on that date, or to reduce the time, as per his discretion.
