Can husband OWP and wife SOWP applications be simultaneous

Hello friends, I am applying for a Canada OWP and I would like to sponsor my wife to get an SOWP too. Can my wife's SOWP application take place at the same time as my OWP application? Or must she wait till my OWP has been granted and subsequently apply for her SOWP? Thanks a lot!
