To get a SIN number he needs to go in person to Service Canada or the appropriate authority in his area (or he can do it at the airport if he is flying in to Canada) and it takes about 15 minutes to issue. They no longer give you plastic cards, so the paper they give you with the number written on it is all.

As Kayaker already mentioned, all he needs is a SIN number. And a SIN number is very easy to get. My wife got her SIN number literally a few minutes after she became a PR since there was a SIN kiosk right across from the area where she did her landing in the airport (the landing officer said "Congratulations, you are PR. You can go there and get a SIN number now"). If there is no place to get a SIN number where he lands, he can go to the nearest Service Canada office ASAP and get a SIN number on the spot.
