Can CIC look up old LMO, CAQ, and other immigration data?

My PR got refused and I assume that the immigration officer, who assessed my LMO and CAQ four years ago made a major mistake and assigned the wrong NOC to my job title, which is also the NOC of a C-level, not a B-level which I should have deserved.

CIC now claims, I was working unauthorized since the C-level and wrong NOC is reflected on my work permit.

I asked for reconsideration and sent them my CAQ which clearly reflects the job title and employer I was working in and for at the time for which the work permit had been issued.

Do you think, it is possible for CIC to look up my old LMO and CAQ file to see where the immigration officer had done the mistake while assessing my employer's application?

If you had requested for reconsideration they will be able to look at your file.

I hope everything will be sorted out. My CAQ clearly said I was authorized to work as a "Position X", and I only worked in "Position X". At the border, I also repeated my duties to the officer.

I don't think immigration officers can pass on their responsibility to us once they hand the work permit over, especially since many NOC occupations overlap. How could a layman ever realize that there is an error on the permit if the duties seem so very similar? I had just graduated from college and this was my first time in Canada ever. To prepare the paperwork for us correctly, this is what they are getting paid for, also for our own and everyone else's security; the Canadian government relies on the immigration officer's expertise and so do we. If passing on responsibility was a case, I could simply pay taxes to myself and do the job myself. If they expected every immigrant or even visitor to Canada to be immigration experts, then why are there so many immigration consultants and lawyers helping people for instance? I am very saddened at this moment and am afraid of what is going to happen.
