I am the primary applicant, along with my wife.

We are both from Mumbai, India and are Indian citizens, and have received our AOR on February 7, 2019.

My wife is currently on an assignment in UK for 3 months. If we receive a request to submit biometrics during the duration my wife is out of the home country, can she submit her biometrics at the closest VAC center (London) while I do it from India or do we both have to do it from India itself?

From what I have heard, the letter does NOT mention any specific country, it only uses words like "any biometric collection point" and "most convenient to you". It would help if anyone who has received the letter in India can share some idea of what exactly does it say.

''most convenient to you" .. it means you can go to any VAC closest to you at the moment and that doesn't need to be the one closest to the permanent residence address. Refer to IRCC website for the approved list of visa centers. I believe that one in London is operated by VFS just like the ones located in India.

Ask your wife to print her BIL and bring forward her passport. Make an appointment as it can get busy at these locations.
