1. is it possible at the same time applicant apply under 2 OINP (e.g Tech Draw+French skill worker)
2. if added Express Entry with two OINP , how is it ?

i find that :

Yes, you can apply for multiple PNP program but if you get PNP of more than one Province, you will need to make a choice that in which province you would like to that and applying more than one province will cost you as well which is non refundable.

so i think regardless of cut-off CRS score applicant can apply [by this way ,they also measure their chance]
mostly i asked this thread to possible for testing chance apply under multi PNP
