If as a visitor I join skill trade certification classes for 6 months, and after getting certificate can I apply for work permit in Canada?

You need to find an employer to sponsor an LMIA, the process for which probably will take longer than your authorised visitor stay for which no guarantee even to get a 6 month stay.
