please can anyone guide me if my PR renewal is in process and new law of 3 years comes in..Can I apply citizenship ?

please can you expain if I applied renew album of pr card but meanwhile new bill came of 3 years so can I apply citizenship or wait for Pr card to arrive first.

PR card renewal and citizenship are two different things. Generally speraking, its usually in your interests to apply for citizenship as soon as you qualify for it (with a reasonable buffer of physical presence days), because you just don't know what will happen in the future.
