My fiancé in Canada went to a meeting with a regulated Canadian immigration consultant and was told that if we get married and apply inland I won't have to leave Canada at all. He also said I won't have to apply for any visitor extensions and that I'm allowed to be there until the visa is granted. He told her that a big change to the system happened 'recently' and that's how it is now, when she told him everything we know already. In other words he said our information is outdated and totally wrong. Can anyone tell me if the above is true and if I can in fact stay there without an extension? Also, how can I possibly get into Canada if I have no ties back at home so they can see I'm coming back?
 
If you apply for an OWP with your application, then you'll be under implied status and able to stay legally.
 
First get a new consultant or better yet search this forum for the answers you need. As an English person as long as you satisfy cbsa that you are not moving here only visiting you can come here. Return tickets, not bringing to many clothes all help. Once here you can apply for an extension that may or may not be granted. Others with more knowledge will answer you about inland vs Outland application or research it yourself.

An inland app with OWP has always given you implied status. That's how it's always been, it's nothing "recent" at all.

If you are from the UK, you are probably better off applying outland anyways to get quicker processing. Extending visitor status as needed is not a big deal.

If you got a free consultation, then you definitely got what you paid for.
 
If I am only going to Canada for 1 month will I be able to get an extension in time so I don't have to go home at all? The whole process is so frustrating and difficult to understand. I can't arrange to come for more than 1 month because I won't have a job to come back to and that's just one less thing I have to prove I'm coming home. Do I get 6 months on a visitor visa regardless of when my return flight is booked for (unless an officer tells me otherwise)? Obviously, this will give me more time to apply for an extension.

You get 6 months unless the officer decides otherwise. Even if the officer gives you a shorter stay, you can still apply to extend your stay.

Apply outland. You can easily apply to extend your stay as a visitor and remain in Canada throughout the process.

The OWP is only with an inland app. OWP would come approx 4-5 months after submitting the app. You wouldn't need to apply for status extensions with the inland app, however you may be waiting for your PR for 2+ years during which time it's not advised to leave Canada.

With an outland app there is no OWP involved, but the whole process should be done in well under a year. If you got 6 months visitor status upfront, you may just need to go through the visitor status extension process once during the whole process. Or you could leave Canada and re-enter, and that also resets your status.

Being together sooner has nothing to do with inland or outland since you are visa-exempt and can be with each other whenever you want, regardless of which option you choose.

You're obsessing a little about this. Just follow the basic rules of having a return ticket and don't give answers unless they ask a question and you'll be fine.

I totally agree with the others, apply outland. Renewing your status isn't that big a deal if it becomes necessary. I suggest paying the application fees and/or getting the medical done before you come over. Then you can show that as proof and you'll have an even easier time of it.

If you apply inland, you do not have to leave Canada. In fact, you are not supposed to leave Canada during the processing of an inland application. However, you can be in Canada and apply outland, and you won't have to leave either. You just have to apply to extend whatever time the border agent gives you when you enter Canada. If you apply inland or outland, then, it will not make any difference as to how soon you two can be together. You have to enter Canada before you can apply inland, so the clock will start at the same time for both. With inland, you are on implied status during processing, so you don't have to apply to extend your stay. With outland, you will have to apply to extend your stay, but probably only once.
Coming in with a return ticket for a month after you arrive is fine - they will probably give you 6 months anyway; if they don't, there is enough time to apply to extend the stay.

He must be talking about the Public Policy that was implemented recently...back in Feb 2005. ;)
