Can an Outland Application be transferred to Inland?

If we withdraw the Outland application and apply later,
is it a strike against us if we withdrew an earlier application;
because of personal timing issues with family? We may have to wait 6 months or 1 year to apply.

If an application is withdrawn, do they send it all back ?

I wouldn't say it's a strike against you to withdraw then apply later, but the chances of an interview will more than likely go up a lot and your application will be looked at more closely. There isn't a way to switch an application from Outland to inland.
