My boyfriend is an Australia citizen on a working holiday visa. He has been working in BC Canada for the same electrical company as an apprentice for the last 4 years. He would like to apply for the CEC visa, however he is still an apprentice and he's worried that they won't approve him because of this. Does he need to be fully qualified journeymen to be approved?

1. Yes he has to be a fully qualified journeyman to apply.
2. Are you sure he is in a registered apprenticeship, according to : http://www.ecao.org/Faq.asp?categoryId=8#641

Can I start apprenticeship, if i am still holding just an open work permit and not a permanent residence-ship?
No, you must have either landed resident status or be a Canadian citizen.

Thanks for your feedback. I guess he will have to apply either under the Canadian Express Visa next year once he is qualified, or else I will have to sponsor him because I'm Canadian...we can always do the spouse visa.

Also, he is a registered apprentice. He is registered with the ITA (Industry Trade Authority).
