You need at least one year of continuous work experience to apply for permanent residence through Express Entry. If you do not have any work experience, there is no way for you to get permanent residence through an economic immigration stream right now.

If you want to study in Canada before working, you need a study permit. You will be an international student...not a permanent resident. However, studying in Canada for a designated institution would allow you to have a post-graduate work permit to work in Canada, which you can use to get work experience to qualify you to get permanent residence.
