Can a worker with SOWP go/land in Canada ahead of the principal WP holder?

My wife got an employer. I was given a job offer too and they applied for LMO for both of us. My wife's LMO got denied, mine is approved. Since my work is included in the 38 list, we agreed that my wife can go to Canada with an SOWP.

I applied for WP and if granted will apply for my wife's SOWP. Question:
Can a worker with SOWP go/land in Canada ahead of the principal WP holder?
Have anyone knew if someone/themselves done this?

I am not even sure you can apply for a SOWP before you enter Canada. If she comes as a visitor, fine but if she applies at the border for a SOWP without already having a husband on WP, she doesn't actually qualify. She might be able to come before you but not apply for the SOWP until you are there.
